1. MISSION STATEMENT
Murrieta National Little League Bylaws and Local Rules
The primary objective of Murrieta National Little League (“MNLL”) is to provide the children of our community with an opportunity not only to have fun and develop good fundamental baseball skills, but to develop the skills of sportsmanship, teamwork, and commitment. Towards this end, MNLL will provide a supervised program of developmental baseball games and instruction under the rules and regulations of Little League Baseball Incorporated. All MNLL directors, managers, coaches, officers, agents and other volunteers shall bear in mind that the attainment of exceptional athletic skill or the winning of games is secondary, and the development of happy, healthy, productive future citizens is of prime importance.
2. LOCAL RULES
The rules described herein are intended to supplement, not replace, the rules and regulations of Little League Baseball Incorporated and the MNLL Constitution. These rules may be amended by a majority vote of the MNLL Board of Directors.
3. MNLL PROGRAMS
MNLL strives to offer a comprehensive, articulated instructional program to all players from 4 to16. Players can expect to spend one or two years at each level, and progress to the next division when it best serves their developmental needs. Because Little League’s “League Age” is determined using a different date than California schools use to determine grade placement, it is sometimes the case that children in the same class will be playing in different Little League divisions. A player’s age or grade will not always be the sole indication of his/her most suitable Little League division placement. If a player has exceptional baseball skills and maturity, or a clear need for additional skills development, and would, in the opinion of the MNLL Player Agent, benefit from playing in a different division than his/her age or grade would seem to indicate, MNLL reserves the right to place the player in the Division deemed most appropriate. The goal is to create the narrowest possible range of ages and skills within each division.In general, with the above-mentioned exceptions, the divisions are organized as follows: Tee Ball – players league Age 4-5 ( and 6 year old First Time Players)
Single A – players league Age 5-6 ( and 7 year old First Time Players)
Double A – players league Age 7-9 (placement by evaluation/assessment)
Triple A – players league Age 8-11 (placement by evaluation/assessment)
Majors – players league Age 10-12 (placement by evaluation/assessment and availability only)
Intermediate 50/70 – players league Age 11-13 (placement by evaluation/assessment and availability only)
Juniors – players league Age 13-14 (placement by evaluation/assessment)
Seniors – players league Age 13-16 (placement by evaluation/assessment)
4. PLAYER FEES AND REFUND POLICY
All player fees are due at the time of registration unless a designated MNLL representative approves an alternative arrangement. Financial aid will be provided for any player whose family is unable to contribute financially, but this must be arranged in advance of the start of the season.
A full refund will be granted up to the day before evaluation (tryouts). NO REFUNDS will be issued after the designated evaluation dates set by the MNLL Board. In some cases a partial refund may be issued for special circumstances and must be approved by the MNLL Board of Directors.
5. PARENT PARTICIPATION
Murrieta National Little League is an entirely volunteer-run organization. All adults are expected to contribute some of their time and resources to the program for the benefit of each and every player in our League. Without the constructive involvement of parents and community-minded individuals, the opportunity for an enjoyable and beneficial youth sports experience will have limited success.
All managers, coaches, Board of Director members, and any/all other volunteers who provide regular services to the league and/or have repetitive access to, or contact with players or teams, must annually complete and submit the official “Little League Volunteer Application” to the local league president. Annual background screenings must be completed prior to the applicant assuming his/her duties for the current season. Refusal to annually submit a fully completed “Little League Volunteer Application” will result in the immediate removal of the individual from coaching in the local league games or practices.
6. PLAYER ASSIGNMENT
Tee Ball
The Tee Ball Player Agent assigns players to teams.
At this level, MNLL will make an effort to accommodate parent requests for team and teammate assignments, although the Player Agent will weigh such requests against the need to maintain a balance of ages on each team.
Teams will be made up of 8 to 9 players preferably, 10 players maximum.
Team assignments are finalized by the end of January and parents are notified of their child's assignment.
Teams are dissolved at the end of each baseball season.
Single A
The Single A Player Agent assigns players to teams.
At this level, MNLL will make an effort to accommodate parent requests for team and teammate assignments, although the Player Agent will weigh such requests against the need to maintain a balance of ages on each team.
Teams will be 9 players preferably, 11 players maximum.
Team assignments are finalized by the end of January and parents are notified of their child's assignment.
Teams are dissolved at the end of each baseball season.
AA/AAA (Minors)
All players league age 7 and above must attend evaluations (tryouts) in order to determine where (s)he is best suited to play. Following the evaluations, the AA and AAA managers will draft players for their divisions to determine their rosters (See “Draft”).
Teams will be 11 or 12 players, 12 players maximum for AA. 13 players maximum for AAA.
Players will be notified as to their team assignment at or after the designated “Team Announcement” date. Teams are dissolved at the end of each baseball season.
Majors
All eligible players who complete their registration on time, and who are League Age 10, 11, or 12.
Following the evaluations, the Majors managers draft players to determine their rosters. (See “Draft”)
All players who are age twelve (12) are assured a place on a Majors team, regardless of current skill level, unless the player's parents agree their child would be better served with a season in the Minors. ( Note: A special waiver request is required and should a twelve (12) year old play Minors, he or she is not permitted to pitch.)
Players ages ten (10) and eleven (11) who are not placed into the Majors draft pool are released to the Minors where they are drafted as part of the AAA team assignment process.
Players who are League-age 9 will not be considered for the Majors draft.
Players will be notified as to their team assignment at, or immediately after the designated “Team Announcement” date.
13 players maximum.
Teams are dissolved at the end of each baseball season.
Intermediate (50/70)
All eligible players who complete their registration on time, and who are League Age 11, 12, or 13.
Following the evaluations, the Intermediate managers draft players to determine their rosters. (See “Draft”)
Players ages eleven (11) and twelve (12) who try out for Intermediate but are not placed into the Intermediate draft pool are released to the Majors Division where they are drafted as part of the Majors Division.
Players who are League-age 10 will not be considered for the Intermediate draft.
Teams will be 11 to 13 players. 14 players maximum.
Players will be notified as to their team assignment at, or immediately after the designated “Team Announcement” date. Teams are dissolved at the end of each baseball season.
Juniors
All eligible players who complete their registration on time and who are League Age 13 and 14 and wish to play at the Junior level are guaranteed a spot on a Juniors team. They are still required to attend evaluations to allow for the best possible balancing of skills across the division.
Following assessments, the Juniors managers draft players to determine rosters. (See “Draft”)
Every Juniors-age eligible player will be assigned to a team, regardless of current skill level.
Players will be notified as to their team assignment either at, or immediately after the designated “Team Announcement” date.
14 players maximum.
Teams are dissolved at the end of each baseball season.
Seniors
All eligible players who complete their registration on time and who are League Age 15 and 16 are guaranteed a spot on a Seniors team, but are required to attend assessments to allow for the best possible balancing of skills across the division. Following assessments, the Senior managers draft players to determine rosters. (“See Draft”)
Every Senior-age eligible player will be assigned to a team, regardless of current skill level.
Roster assignments are completed by late January, at which time parents will receive notification of their child’s team assignment.
14 players maximum.
Teams are dissolved at the end of each baseball season.
NOTE: If needed, Juniors and Seniors aged players (13-16) can be combined to form teams that will be played under Senior rules.
7. EVALUATIONS (TRYOUTS)
All players with a League Age from 5 to 14 who register in advance of the cut-off date are guaranteed a spot on an appropriate team.
All players who are League-aged 7 to16 must participate in at least 50% of all appropriate evaluations to be considered for the draft and in order to allow for the most suitable player placement, and the best possible balancing of teams by age and current ability. If they do not attend an evaluation, they will be “hat picks” at the draft (see “Draft”).
All Evaluations are run by the Division Player Agents. Evaluation of the players is done by the team of managers and MNLL Board members. The Evaluations will include throwing, fielding, running, and batting skills in order to determine appropriate Division placement and allow for optimal team balancing.
8. DRAFT
MNLL utilizes Little League draft “Alternate method for plan B.” The goal of the draft is to create teams within each division that are as equally balanced as possible. It is the sincere hope of MNLL that no team will be substantially stronger or weaker than any other.
If possible, each division will contain an even number of teams to avoid “byes” in the season’s game schedule.
Every effort will be made to place players into the division which will offer the greatest opportunities to play with players of similar ability.
Note: Any player who played the previous year in a division is guaranteed a spot on a roster in that division and cannot be redrafted to a lower division in the current year:
Note: If one or more managers are unable to attend the agreed-upon draft event, (s)he may have their team drafted by an available MNLL Board Member. All draft choices made by that Board Member will be considered officially approved by the manager for whom (s)he is standing in.
Draft Night
In advance of each Division’s draft, the Player Agent will rank players within that pool, based on their assessment scores and any additional factors deemed by the Player Agent to be worthy of consideration. Each Division’s managers will draft players ONLY from the pool provided by the Division Player Agent.
Prior to the draft, manager must choose whether they will be selecting their son or daughter for their team. During the draft these managers must select their child by the draft round listed below as determined by their age and division per Little League Inc. rules or they forfeit the right to draft their child. If they have more than one child in their division, they will be required to select the other child(ren) in the subsequent round(s):

The draft will be administered by the Division Player agent. Prior to the start of the draft, managers will draw numbers (1, 2, 3, 4, etc, equal to the number of teams needed for that division) which determine the " draft order.” A serpentine style draft will be administered as follows: The manager selecting 1 will pick first, 2 will pick second, and so on until the last team’s manager has made a selection (eg. 1, 2, 3, 4, 5, 6 or last pick of the first round) . The second round of players are selected in reverse draft order (eg. 6, 5, 4, 3, 2, 1); third round in draft order (eg. 1, 2, 3, 4, 5, 6); fourth round in reverse draft order (eg. 6, 5, 4, 3, 2, 1); and so on until the last eligible player has been selected. No team may have more than 8 players of any age on their rosters.
Trades : Any trade request MUST be made at the conclusion of the division draft. All trades shall be approved by the Player Agent. If a potential conflict exists, trades will be approved/not approved at the discretion of the MNLL Head Player Agent. NO TRADES WILL BE ALLOWED ONCE THE MANAGERS HAVE LEFT THE DRAFT ROOM.
9. LATE REGISTRATIONS
Should players register after the registration deadline, every effort will be made to facilitate their inclusion, if possible, on a space-available basis. Late registrants are required to attend assessment days and will be considered equally with players who registered on time. Should players register after the evaluations have taken place, the Head Player Agent and Division Player Agent will make the players available via a “ Hat Pick”. If there are registrations after the draft has taken place, the players will be placeD on the “next open team slot” in draft order from where the draft was completed. Players will be added to the teams in this fashion until all teams are full. Once all of the teams are full, any other late registrations will be placed on a wait list organized by division. These players will be added to teams if an opening occurs in the order, by date and time, that they registered. The first player that was registered will be placed first and so on.
10. REPLACEMENT PLAYERS
Should a team lose players during the season replacements may be sought from the division below with Player Agent approval. Every attempt to avoid this will be made so as to incur minimal disruption to any affected MNLL programs. Wait list players will be assigned before any lower division player is allowed to be called up.
11. PLAYERS CALLED UP
Any player who is selected to be moved up to the next level based on a lost player in the higher division has the option of refusing to move up. By refusing to take the move up such player will forfeit their eligibility to be moved up for the remainder of the season. They will also give up their All Star eligibility and will not be allowed to pitch for their current team for the remainder of the season.
12. PRACTICE
Practices are scheduled by each team’s Manager and will be held on Division-appropriate MNLL fields. The allocation of practice fields will be overseen by the MNLL Head Player Agent and the Division Player Agent. Teams will be assigned practice times and venues based on manager preference in “reverse draft order.”
13. PLAY/ LOCAL RULES

Tee Ball
Game length: 60 minutes
Pitching: Ball is hit off a tee
Batting: Players bat from tee, players advance one base per hit
All players bat once in every inning
Outs are not recorded
Minimum Play: All players will participate in every inning in the field
Players will play in both the infield and the outfield and be equitably rotated through all positions
Scoring: No score is kept
Standings: No standings are kept
Playoffs: No playoffs
Maximum team size: 10, 9 is preferred.
Single A
Game length: 75 minutes
Pitching: Coach Pitch (4 pitches and then Hit Off a Tee)
Batting: All players bat once in every inning
A batter is given 4 pitches. If (s)he can’t connect with any of them, (s)he will hit from a tee to complete the at bat. Outs are not recorded until halfway through the season.
Minimum Play: All players will participate in every inning in the field
Players will play in both the infield and the outfield and be equitably rotated through all positions
Scoring: No score is kept
Standings: No standings are kept
Playoffs: No playoffs
Maximum team size: 11
Double A
Local Rules
No new inning started after the 1:30 mark. Inning started must be finished, unless home team is or goes ahead.
Adult Coach Pitching (from Pitching Plate) for the first six scheduled games only. Adult will pitch three pitches to the batter after the batter has received four balls from the Player Pitcher. If third pitch is a foul, continue pitching until batter hits the ball fairly or swings and misses or does not swing on the following pitch.
Stealing: No stealing, runners may advance on passed balls only.
A single base may be taken on an overthrow.
No scoring on passed balls, wild pitches, or throws back to the mound. Runners shall be batted in.
Runner is locked at 3rd Base, (cannot legally advance) if a runner has not reached 3rd Base before a fielder makes a throw on a batted ball.
Maximum team size: 12
Playoffs: Seeded Single-Elimination tournament is preferred.
The below are not Local Rules, rather regular LL Rules and are emphasized;
Pitching: Pitching thresholds will be strictly followed.
Batting: Continuous batting order.
Minimum Play: 1 at-bat and six defensive outs
Scoring: Score is kept for games
Five-run rule: No more than five runs may be scored in a half-inning.
Mercy Rule: No mercy rule is in effect.
Standings: Standings are kept.
Triple A
Local Rules
No new inning started after the 1:45 mark. Inning started must be finished, unless home team is or goes ahead.
In-House Tournament: Seeded double-elimination tournament is preferred.
TOC: AAA In-House Tournament Champion will represent MNLL in District 28 TOC in the Minors division.
Maximum team size: 13
The below are not Local Rules, rather regular LL Rules and are emphasized;
Pitching: Player Pitch.
Batting: Continuous batting order.
Minimum Play: 1 at-bat and six defensive outs.
Scoring: Score is kept.
Five-run rule: No more than five runs may be scored in a half-inning.
Mercy Rule: No mercy rule is in effect.
Stealing: Stealing is allowed (“No leading off”).
Runners must return to their bases when the pitcher is standing on the rubber and in possession of the ball, and the catcher is ready to receive a throw (Mask and Mitt on). The catcher does NOT have to be in a squat.
Standings: Standings are kept.
Umpires: All games will be umpired, usually by one umpire.
Majors
Local Rules
No new inning after 2 hrs. Inning started must be finished, unless home team is or goes ahead.
Playoffs: Seeded double-elimination tournament is preferred.
TOC: Majors In-House Tournament Champion will represent MNLL in District 28 TOC in the Majors division.
Maximum team size: 13

14. PROTESTS
Valid Protest: In accordance with Little League Rule 4.19 (a), protests shall be considered only based on the violation or interpretation of a playing rule, the use of an ineligible pitcher, or the use of an ineligible player. No protest shall be considered on a decision involving an umpire’s judgment.
Right to Protest: In accordance with Little League Rule 4.19(b), only the managers (or in the manager's’ absence, the coaches) of contesting team have the right to protest or to speak with an umpire during a game, time out shall be called and the Manager for the other team will be included in the conversation.
15. SNACK BAR
The Snack Bar is both an important source of revenue for MNLL and a service to our baseball community, allowing fans and players to access refreshments during games.
The Snack Bar will be staffed by the “Assigned” teams.
The Snack Bar will be open not later than 15 minutes before the scheduled first game.
Only adults will be allowed to oversee the running of the Snack Bar.
One minor(17 and under) will be allowed in the Snack Bar at any given time, and only under direct supervision of an adult. No minor shall operate the register.
16. DECORUM
Although we do not anticipate unsportsmanlike behavior from our players, coaches, managers, parents, or spectators, the presiding umpires and/or any MNLL Board member in attendance will immediately address any inappropriate actions that may take place at any game played on MNLL fields. Inappropriate actions/behaviors include:
Unsportsmanlike conduct of any sort. Managers, coaches, players, or spectators “calling” balls/strikes, fair/foul balls. arguing with umpires, aggressive actions or remarks, coaching from the stands, jeering, ridiculing, and/or taunting
17. SCOREKEEPING
In divisions where score is kept, the home team will keep score and pitch count, and will be the official game scorekeeping book and pitch count. Pitch count and score will be confirmed with both managers immediately at the end of every game. Scorekeeping shall be done in accordance with Little League rules. The League Information Manager will keep records of the game scores.
18. UNIFORMS
No uniforms, other than those approved by the MNLL, are acceptable. MNLL will provide hats and jerseys/game shirts socks and belts to all divisions of play. Baseball pants will be provided by each player’s family.
19. EQUIPMENT
MNLL will provide all needed equipment with the exception of gloves, cleats, pants, and batting gloves (optional). Should players prefer to use personal bats, catcher’s gear, helmets, and/or pitching protection, they are free to do so, provided that the gear is approved for play by Little League International.
20. RAINOUTS
May be rescheduled at the discretion of the Head Player Agent and Division Agent and will be based on field availability.
21. SCHEDULING
All games will be scheduled, in advance of Draft, by the Head Player Agent. Every effort will be made to make schedules available to the public at the earliest possible time.
Games will be scheduled for all divisions on consistent days of the week over the course of the entire season.
Scheduling will be done in the best interest of the League as a whole, without “preference or priority” given to one division over another.
All teams within a division will play the same number of games.
Every effort will be made to provide each team with the same number of “home” and “away” games.
Every effort will be made to schedule teams at preferred venues for their “home” games.
When possible, teams will be assigned a similar number of games at each venue.
Teams shall not make changes to scheduled games, days, or times.
Games that are not played, and are not subsequently re-scheduled may result in a loss of points towards standings.
22. PLAYER POOL
The player pool is a supply of players who are ready and able to temporarily fill out the lineup of a team that is unable to field the minimum number of players required for a game during the regular season. For AA, AAA, Majors, intermediate and Juniors, the minimum number of players required to start a game is nine (9). Should a team be unable to field 9 players, the manager may request a player from the pool.
The pool is made up of players drawn, on a volunteer basis, from all teams in the league, by division. A list of players interested in becoming pool players will be collected from each manager and assembled by the Division Player Agent.
If a team finds itself short on players at the time of the game, and the opposing team has more than 9, managers may agree to place one or more players from the team with ‘extra” players on the team with too few players in order to allow the game to be played. Every effort will be made to ensure that temporarily “traded” or “borrowed” players will do their best to play with full commitment for the team to which they are assigned.
Pool players are prohibited from pitching and catching.
Pool players must be placed last in the batting order.
The player pool is intended solely to give a team enough players to play the game, not to give bench depth.
Under no circumstances will a pool player be added as the 10 th player on a team.
The Division Player Agent will assign pool players as objectively and blindly as possible.
The player(s) supplied by the pool ideally will not make the receiving team significantly better or worse (although there may be instances when the pool player enhances a team’s performance or detracts from a team’s performance simply as a result of the draw).
There will be no player pool for playoff games.
23. DISCIPLINARY PROCEDURES
Disciplinary action may be commenced against any person involved in the MNLL program,
including but not limited to MNLL officers, directors, umpires, managers, coaches, parents, players, and those desiring to attend games and/or functions.
Activities that may be subject to disciplinary action shall include any violation of the guidelines contained in the Little League Operating Manual, official Little League Rules and Regulations, MNLL Bylaws, or MNLL Constitution.
Any individual who is in involved in any way with MNLL may also be subject to disciplinary action for any activity or conduct which the MNLL Disciplinary Committee or the MNLL Board determines to be detrimental to the best interest of MNLL and/or Little League Baseball.
Disciplinary Committee
A Disciplinary Committee consisting of the League President, Vice President (if the position is filled), Umpire-in-Chief, Player Agent and relevant League Commissioner shall investigate and determine the merit of allegations that may require disciplinary action.
Filing of Charges
To initiate an investigation by the Disciplinary Committee, the following steps shall be followed:
The Complainant shall file a written complaint setting forth the grounds upon which the complaint is based.
The complaint shall contain necessary information so that a proper investigation of the charges can be made.
The complainant must sign the complaint and deliver it to the attention of at least two of the following officers: the MNLL President, the relevant League Commissioner, and/or the Player Agent.
The complaint must be filed within three (3) calendar days following the occurrence of the alleged 24 violation. ( Note: Upon the request of the complainant, his or her name will be held in confidence.)
The MNLL Disciplinary Committee may, of its own accord, initiate an investigation absent a formal written complaint if the Disciplinary Committee becomes aware of conduct or activity which it regards as potentially detrimental to the best interest of MNLL and/or Little League Baseball.
Notification of Charges
If the Disciplinary Committee finds merit in the allegation or otherwise finds evidence of conduct or activity that is detrimental to the interests of MNLL or Little League Baseball, the President or other designated Board member shall, within three (3) days of receipt of the complaint alleging the need for disciplinary action or, within three (3) days of the Disciplinary Committee’s initiating its own investigation, give written notice to the alleged violator stating the substance of the charge in concise terms and requesting that the alleged violator appear at a hearing before the Disciplinary Committee or the Board. Based on the nature of the allegation, the Disciplinary Committee shall make the determination regarding whether the hearing should occur before the Disciplinary Committee or the Board. Such a hearing should be held no later than ten (10) days from the date of the notice. The notice shall contain a statement that failure to appear at the hearing shall constitute default and an admission of the conduct alleged in the complaint. The notice also shall state that such a default shall allow the MNLL Board or Disciplinary Committee to discipline the alleged violator as it deems appropriate, including suspension or removal from the MNLL program. In no event shall any hearing member have any direct involvement with the alleged violation.
Decisions of the Board
If the hearing is before the Board, then the Board must be represented by a valid quorum as stated in the MNLL Constitution. If the hearing is before the Disciplinary Committee, then three quarters of the Committee members must be present at the hearing. At the conclusion of the fact-finding hearing, the Board or Disciplinary Committee shall adjourn for deliberation. If a minimum of two-thirds of the Board members present at the hearing or a minimum of two-thirds of the members of the Disciplinary Committee present at the hearing find that adequate grounds exist for disciplinary action, then the President or designated Board member shall issue a written decision setting forth the rule, regulation or policy violated, and the sanction ordered as a result of the violation. Sanctions may include, but are not limited to, reprimand or censure, or dismissal or suspension from any further MNLL activities.
Emergency Disciplinary Action
Under emergency circumstances, when immediate action must be taken to protect the welfare of any individual involved in any MNLL program, the President or any person specifically designated by the President may suspend an individual from further participation in MNLL activities. Following emergency suspension, a complaint shall be made as set forth above and a hearing shall take place in the usual manner.
24. ALL STARS
All-Stars are selected by manager/peer recommendations and nominations.
All final selections will be made by the All-Stars Selection Committee. The All-Stars Selection Committee will be made up of the MNLL President, Player Agent, appropriate Division Player Agent and Division Managers.If sufficient players are available, MNLL will name All Star teams in each of four divisions: 8/9/10; 9/10/11; Little League (10/11/12/); Intermediate ( 11/12/13): Juniors (13/14) and Seniors ( 13/14/15/16). Teams are selected starting with highest division first. and All Star Rosters are comprised of a minimum of twelve (12) and a maximum of thirteen (13) players. These selected players will be made public on the announcement date designated by Little League International. All selected All-Stars will practice together and be considered full and equal members of their respective teams.In advance of the selection process, team managers will check the availability of all players who, in the manager’s estimation, is a potential nominee.
Player Selection Process
The players will be “ Voted” by their peers at the end of the season. The team Managers will also have one (1) selection from their team that did not get enough votes to attend the tryouts.
Eligibility
All Star eligibility is limited to qualified athletes who:
Reside within MNLL league district boundaries or have received an approved waiver from Little League, and ...
Have played in the required number of regular-season games, and...Are the appropriate age.
Manager and Coach Selection Process
Selection of all managers and coaches for All-Stars will be made by the MNLL Board in the following way: All regular-season staff will be invited to express interest in managing and/or coaching.
Managers/ Coaches must represent their regular season division of play.
All interested managers’ and coaches’ names will be compiled.
Final staff selections will be made from this list by the MNLL Board based on regular-season performance, temperament, experience, availability, and overall understanding of Tournament requirements and rules. Any manager or coach who received an ejection during the season is NOT allowed to be on the All Star Staff.
